Eugene Kaspersky spreads security paranoia, proposes internet police and government

Speaking at a conference¹ in Bucharest, Romania, Kaspersky Labs co-founder Eugene Kaspersky² talks about the need to tighten internet security.

"We need internet legislation so that we can avoid cyber attacks.

Maybe we should have an Online Passport, which every user would use to log-in by typing a PIN number. There should also be a system for temporary data storage of user activity,³ which could be used in investigations if needed. I'm not talking about privacy limitation... nobody would look at the emails you are writing, only at who you are and where you are connected. And we need a specialized authority for the Internet, an on-line police."

"The internet is not yet secure. There is a lot of money on the internet, that is why cyber attacks are so profitable. [...] Legislative differences between states, the possibility of remaining anonymous and attacks from other nations, far away from the victim's location, are the main profit-driving factors."

"The internet is simply another public utility, like electricity and public transport. However, for the latter two, users still need to identify themselves. Public utility networks have rules which must be obeyed. You don't have to identify yourself on the internet. Anonymity is the key, and we must eliminate it."

The russian founder of Kaspersky Labs also suggested that cyber attacks would be reduced if OS's were more secure but less flexible, if the police was better trained and if services available on the internet were limited by law.

"As security increases, we will still see professional cyber criminals, but the formation of an Internet Government will stop most of them, it will stop spam messages, illegal site content and will impede organized crime and terrorist attacks."
